He could'nt care less whether you buy something or not. It's just another form of spam. Personally I (a) don't answer during dinner, which is a favourite time for them to call, and (b) just say "no thanks" and put down the phone the instant I hear it's a telemarketer.
I don't answer the phone to any number I don't recognize, including 'private' etc. If they don't leave a message on my answering machine (which they usually don't), I figure it's because they think I don't really want to talk to them. If that's what they think then I bow to their superior knowledge in that area and agree.
