Is the report actually being generated on the server or the client?

The report is being generated on a workstation inside the corporate HQ. Now, the workstation would have access to the server DB, to read the list of requests. It would also be able to either copy the generated PDFs to the web server [for client users to see the end result PDF], or able to email them to users through the email server.

Thanks for any input you can provide...to the best of my awareness, it doesn't violate the licensing agreement of the pro/developer version.
