You should describe the environment in which your application needs to run and what abilities it needs to provide before being able to answer that. What O/S's, is it mission critical, do you need encryption and security, do you need replication, how many concurrent users, is it client-server or installed at individual end-users, is it web based or onsite, etc. We have 5,500 end-users running an app of ours using DBF's and it requires 3 (actually less) support people to maintain and support. It all depends on the application.
