We do not experience this problem at all (to speak of). If a user has reasonable hardware, network connections and equipment, and uses some common sense in exiting applications and shutting down their workstations in a normal manner then you will not have problems. We have thousands of users and rarely see this problem.
Reindexing files is not a preventative measure to index corruption. You just need a little user education. Given your scenario you should analyze the cost vs. benefits for making a move to SQL. In the end this is as much a business decision as a technology one.
