Well, here in Canada we have laws prohibiting such 'speech' and there have been convictions and deportations with it.
But in my opinion it is correct that anyone who promotes that the holocaust never happened has only idiots or less as believers. And at this point at least, the idiots remain in the minority by a long shot, so any damage they can do is minimal.

The benefit of stupid ideas is that they keep the stupids well classified.
