Simon,
Create the shortcut. Copy the shortcut. If you want everyone to see the shortcut then paste the shortcut in Documents and Settings\All Users\Desktop\
If you want only certain people to have the shortcut ( say sammie's desktop) then paste it in Documents and Settings\sammie\Desktop\

>>I have users using remote desktop that have several shortcuts on the remote desk top. After they logon to the desktop they click the application they want to run. I have never tried it but I see no reason why you could not run a "launcher program" if you don't want the users to pick the app they want from desktop shortcuts. I could send you a screen shot of what the users see.
