I can see both radio buttons disabled too
"Optimize for quick removal"
and
"Optimize for performace"

But under the later there are a couple of checkboxes
"Enable write caching on the disk" (checked by default, uncheck this one)
and
"Enable advanced performance" (not checked)

My server has Win2003 Standard Edition SP1.
