You've hit on one of the keys. Owner support. The Steelers were mired in mediocrity for years under Cowher. They've had a couple of standout seasons, such as last year's superbowl. He was only around because the owners kept him.
Speaking of owners, I was listening to ESPN radio yesterday and they were chastising Jimmy Jones as being the worst owner in sports (not just football) because of his player moves, such as signing TO. But then I thought, "he's also the GM, and doesn't act differently than any other GM. And he's certainly better than Matt Millen."
