Most new programmers do not learn VFP unless their Job/Product/Market require it. It has nothing to do with technical merit, but marketing and the fact that MS is pushing everyone to .Net. If I were to start my career today, I probally would not choose foxpro, I would go to Java and maybe in a couple of years when .Net is ready, I would go there.

As for packaged software or web software, what difference does the programming language make, you might not even know what is being used unless you asked.
