Cause he doesn't get it. He made FEMA a dumping ground for political favors, putting the head of the Arabian Hordse Asstn. as head of FEMA. Yep, very qualified. Then, you'll remember, he went to the Gulf area and NOLA and said "Brownie's doing a heck of a job!". Then he promised money to fix the damage.

FEMA has been decidedly improved now, after Congress stepped in (the same ones that did not care when and unqualified gent was put in charge in the first place). But the money and Federal help for NOLA is still *very* short on what he promised. These days he does not visit, nior care to mention the area, unless there's a Republican candidate to support for the election.
