We run into similar situation here and the solution we implemented was to capture the default printer for the user and key on the word 'session' in the printer name and if it is found we know it's a TS user and not on directly on the network and a background process processes the report and emails it to the user instead of printing.

You do need to have a table to capture user id's for those TS users and their email addresses and update it when new users on the TS are added.
