I won't even pretend to figure out just WHAT your index is supposed to do/be but it looks very unusual to me. For instance, correct me if I'm wrong, community) but what is the point of having part of an index as EOF() (surely only 1 record will satisfy that) ???

Anyway, notwithstanding, try "LOCATE" to move the file pointer to BOF, after setting the index, to see it activated.
