If you run the 'Internet Services Manager' you can drill down to a specific folder to get to the page you are wanting to run. The select the file and rightmouse click to get to the properties. Once there you can use the 'File Security' TAB to tell it to use Basic Authentication. In the Secure Communications area you can press the EDIT button and turn off Certificates for that file.
This may help, it did for us to be able to run certain scheduled tasks that were Cold Fusion web pages on the server.
