I'm not aware of any COM based (or other Win32/Fox) tool that can do this without .NET.

Your best bet is probably to create a .NET wrapper around the Web Service with a Web service client and then access that wrapper through COM interop.

Even with .NET this isn't entirely trivial - you need to use the WSE extensions or wait for .NET 3.0 and WCF to provide it natively.
