Highly-paid munitions workers in WW I were leaving for liquid lunch and just not coming back to work from the pub (or coming back in such a state they should NOT be handling ordinance).
So the govt. introduced licencing hours such that the pubs had to close at 14:00 and not open again till c 17:30. For years they closed at 22:30 or 23:00 depending on region (Sundays 12:00-14:00, 19:30-22:30). It wasn't till the 80s that laws were relaxed and they were allowed to open all day, but still only till 23:00. This year, at last, the restrictions were lifted. With consideration for residents etc. pubs can now stay open till any time. Most only do till max. 00:00 weekdays or 01:00-02:00 weekends
