You're looking at it from the wrong angle. He was discussing it from the point of recruiters lowering their standards to meet their recruiting goals. It's been an ongoing issue the last couple years.
They were just discussing on radio the scene from Michael Moore's 911 movie showing recruiters going into poor areas to do their recruiting.
