Kerry did not say the soldiers are stupid. He was clearly criticizing the Bush administration, not the soldiers. After all, he was one, unlike the Commander in Chief.

This is a desperation move by the trailing party in the last days before an election, hoping some hot issue can right the ship and doing their damnedest to incite one any chance they get. Who knows, maybe it will work. It worked in 2004 when they succeeded in turning Kerry's and Bush's war records on their heads. The guy who used connections to get into the National Guard so he wouldn't have to go to Vietnam, and who apparently couldn't even be bothered to do much of that, succeeded in putting a decorated Vietnam vet on the defensive about his war record. Amazing.
