I never have believed it will be there by the time I'm eligible (no change)

The budget deficit will again be balanced.

If you mean the debt then the answer is no one. Neither party will pay it down one penny, as long as it remains a tiny fraction of GDP. If bad policies are enacted and reckless spending expands and the ratio of debt/GDP grows then there will be a concern. Until then, economically, it is irrelevent.

Better, but I don't think politicians have had much effect. New technologies from the private sector have come online which are improving water/air filtration. Methane converters at dumps are producing energy and reducing emmisions. Hybrid cars, although not selling terribly well, are providing better gas milage (better solutions are on the horizon).

No, but I don't feel any less secure either. Of course, I live in the middle of nowhere so I'm not really in much danger from terrorists. Now if N Korea is able to make a working long range missle and fires it at Sacramento rather than Los Angeles or San Francisco, then I'll say I'm less safe.
