The way I read it it was kl=like a finder's fee, for getting people to go. The idea of $20 incentive - to go - is ludicrous.
>I saw this too. $20 doesn't seem like very much incentive to across town let alone the other side of the world. I actually had a change to go over there once a few years ago for a couple of weeks, but didnt go because I didn't think it would be all that safe.
