No I don't. Honestly creating a VSS database ought to be done via the VSS GUI, it's not like you create that many of them. To checkin/out files look at the article below, the VB code is easily translated to VFP.
Normally I find the VFP or VSS interface totally adequate for getting files in/out. I wrote that pinner because that is such a huge pita for the number of files in one of our typical projects.
