On your master page you can specify more than one content area.
example:
www.slnintranet.com -- The links on the left hand side are data driven and show up on all pages based on roles.
On your specific pages you choose what content to allow master page items to come through. Some people condone the use of masterpage code outside of the content areas but I feel that reduces your control.
