I don't know.

I just took a look at Word 2003 again and noticed that if you invoke the Help, it appear in a container docked to the right side of the open document. There is a vertical splitter that behaves as you describe (resizes its content as you move the splitter).

My test, however, involved the "thing" that appears immediately above the scrollbar on the right side of the Word window. It is a tiny grey rectangle that if you drag it, splits the open document into two views.

Interestingly, Outlook 2003's help behaves the same way as Word's help, but, the actual panes of the main interface (mail folders to the left, details to the right) don't.
