I usually don't go making statements without some sort of knowledge to back it up <g>.

Living in LA, I run into many who have knowledge in this area. From scientists at JPL, to the many local universities.

I don't know if you can see this at the universities on your end, but at UCLA, you can see the start of many, many construction projects. Many are extremely slow going, or just halted altogether. From my understanding most of this is due to difficulty foreign students now have in getting visas to come here. But part is that they feel there are better alternatives also. The high tuition charged for foreign students is used for these construction projects.
