I am not sure. I just recently finished a chapter on master pages in the book ASP.NET 2.0 Upgrader's Guide. In that example, the author first builds an HTML table for the master page layout. In the HTML table, he places simple hyperlinks in the first cell, then a ContentPlaceHolder in the second cell. Maybe you can do that, and resize the cells of the HTML table?
