Without any change on the browser, I have found that today, the browser acts ok, which means, it opens the new window out of the area. Then, the javascript code position the window at the proper location. This seems to be a bug in the IE 7 installation. I believe after a reboot this has cleaned the installation or whatever was in memory and this now works as before.
