In my experience, if you specify only the WIDTH or HEIGHT (but not both) in the IMG tag, all browsers will proportionally scale the image to the value you specify. i.e., the easiest way out works.

Also, in my experience, the browser often does not do as good a job at image quality (when scaling) as you'll get by actually using different sized versions of the same image that are generated ahead of time, if this is possible and image quality is that important.
