Progressive is a subjective term, I think. While one person who considers himself to be a liberal may think he's progressive, another who calls himself a conservative may also think he's a progressive. I don't want to get into a debate about semantics, but here is one definition of progressive from Answers.com:

A person who actively favors or strives for progress toward better conditions, as in society or government.

So far as encouraging Democrats not to vote, I think both sides play this game.
