At this point, I don't think it's a question of Congress working with the adminstration. At least the Harry Reid, Pelosi, etc. have come out and said the right thing.
It's a question of the administration wanting to work with them. They have shown a propensity to not work with anyone, anywhere at anytime. Some have come out and said that bush can be very bi-paritsan. He was as a Tx. govenor. And that DC changed him somehow.
