I see your point. Sounds like a good argument for a socialist government funded (free for all) higher education. Now the only question is how do we decide who gets training to be a Doctor and who gets training to be a Timber Cutter? I know - all of those who fail the MCAT can go to Cosmetology school! (Sorry, just couldn't resist!) :o)
