Yup, that's him. In case you didn't find a definition, it's where a politician gets a line added to a bill that "earmarks" some federal money for a particular project. The most famous one is from, I believe a senator, from Alaska. Several million to build a bride to an island in Alaska that has a population of 50! The bridge to Nowhere.
I think the stat they showed on the 60 minutes episode was that 5 yrs ago earmarks were 1/10 the size they are today.
