I am the developer -- yes the app is compiled in VFP 9 SP1. There are a number of features that are specific to VFP 9 that makes the tools specific to that version. Namely, the pageframe tabs are located on the right side with rotated text and the use of the polypoints property in the MDI tabs. It would be possible for the compare utilities to be built for VFP8 (I don't have that version -- went from VFP7 to VFP9).
