Can you verify that this code works for you:

x.ListenerType = 1
pc = null
do (_reportpreview) with m.pc
pc.ZoomLevel=10
x.PreviewContainer = m.pc
report form <report.frx> object m.x

I get "Whole Page" in the preview as expected.
