One term and Congressional sessions like the Texas legislature. They only meet the first few months (January through March) in the first year after the general election, and do not meet again until after the next general election 2 years later unless the Governor calls a special session.

I would make an exception for Congress and allow them to convene from July through August each year as long as no A/C is provided to either chamber nor their offices and cut their travel budgets to only 1 round trip flight between D.C. and their home State per year.
