DBUSED() will tell you whether a database container is in use, but somehow I don't think that's the problem here. Are you trying to open the DBC exclusively? If so, why? Unless you are doing database repair or maintenance, there is no reason to. It may be as simple as the value of SET EXCLUSIVE being ON in your environment. Set if OFF and see what happens.
