The replacement for FrontPage is not done (www.microsoft.com/expression), so it's hard to comment on it right now. I haven't looked closely enough at Visio for data modeling needs.

It wouldn't hurt to install it..you can have 2007 and 2003 installed side-by-side with the exception of Outlook.
