If you are looking for a professional IDE for PHP, Zend is by far the best, IMO, but has a price tag associated with it. Zend, as a company, manages the PHP language and versions as well, I believe.
There is also a freely available IDE called PHP Designer 2007 for personal use that I have heard good things about, but have never used.
