the first i tried to open was from a VS2003 project but then i created a new project with a new form and got the same error.

i.e. i create a new project and highlight the 'form1.cs' it's created for me. Then click the 'view designer' button.... and i get that message. Tried creating a new windows form (form2.cs) in the project and got the same thing.
