The good folks of Montreal were still paying special taxes (end this year I think) to repay costs of the Olympics held there in 1976! That's why the stadium is referred to as "The Big Owe". Some of the taxes may have been province-wide too (like cigarette surtax and things like that).

I lived there then and the Olympics were a marvellous thing, but my guess is that people would have happily done without if they knew then what would follow.
