Despite my dislike for IE, Vladimir's code is probably the best option (if it works as expected), because, as he says, IE will always be installed.
You don't need to check what the default browser is; you can always use IE. A few users might complain that the default browser is not used - I complain if any program uses IE instead of the default browser - but it would still work.
