Although it's not free, EasyPDF works very well. For a recent project, the client purchased 20 licenses (at about $10-$12 per license) and have had absolutely no problems. It's packaged as a simple install and works great.

There is a free demo that you can download and check out if you like. Again, it's not a free product, but the price is very minimal, especially considering it's so easy to deploy (users don't have to install anything special, just a standard install, so no tech experience is needed. This was important in our situation with multiple, VERY remote users!)
