Have you SET PALETTE OFF? What palette is stored in the BMP? If they use their own palette you'll see this handling of color mapping. Try making sure the bmp use the "standard windows palette"

>I have been trying to tackle this for some time. Some of the .bmp files I've scanned in and saved as 256 color bitmaps display properly one time and go haywire another. This happens on numerous machines. I am using Microsoft Paint to clean them up and I don't see a palette file for the .bmp files anywhere. I've tried turning off the palette before displaying them, I've tried the focus.dll. I can't seem to pinpoint what is causing this. It seems to happen when I have a scanned in picture.
