Actually, the Chinooks are normally warm air. They sweep down raising the temperature of everything in their path.

Oh, and just for the record, wind chill is only about people and how the temperature feels. If you put a bowl of water out in a temperature of say 5 Celcius with a wind chill of minus 10 C, the water will not freeze.

Unless you meant wind shear?
