I admit that I am really at a loss as to the reason. Can you think of any? I cannot. The only thing I can come up with is that those countries cannot be hypocrits - they criticize the U.S. for acting outside the UN so now they must all wait for the UN to decide to act? Otherwise, I really do not understand it either.
