I haven't seen this one before, but I'm guessing it has something to do with the locked down environment you are required to run under. One thing to try is registering the templates with Visual Studio on this machine. To do this, exit Visual Studio, go to a Visual Studio Command prompt (you can select one from Start | All Programs | Microsoft Visual Studio 2005 | Visual Studio Tools), then entering the following command:

devenv /setup
