I GOT IT! Dragan, you led me to the answer.

I went into Control Panel -- > Regional and Language Options -- > Advanced --- > Language for non-Unicode programs


SET TO English (United States)

{It had been set to Hebrew}. I rebooted the computer and when I launched foxpro the funny corsor was gone!
