I use snippet-type html files for pulling in headers and footers in West-Wind apps. The WWC uses a

< % fileToString(lcHtmlFile) % >

convention. The snippet-type html files dont contain the full BODY tags, but they have an htm extension. Just some text, fonts, and IMG references for logos. Frontpage handles these snippet files well.
