Just a shot, but check your users...

IIS creates internal user accounts on the machine called

IUSR_{machine name} and
IWAM_{machine name}

Make sure the accounts have not been locked...
That would be a sure sign of "You are not authorized" since all the default pages are handled through the IUSR_ account.
