To recap, you're seeing two issues in your REPORT FORM execution. 1) You're getting prompted to select a DBF of unknown name, and 2) when you cancel from the GETFILE dialog, you see a MESSAGEBOX() "Class or behavior to handle conditional rendering during report generation process is not available during this run. Some report layout controls may appear unexpectedly in the output"

I can't explain the first problem, although it is possible that VFP is in a different data session from what it expects at some point. It is possibly related to the second problem.

We are 100% sure that the message is generated within the Sedna/SP2 reporting components. (It's a localizable message string...) So somehow, on the machine that is experiencing the problem, there are some files that belong to the Sedna/SP2 CTP.

Is it possible that your client installed the Sednda CTP without your knowledge?

You could try setting _REPORTOUTPUT, _REPORTPREVIEW explicitly to a known copy of the appropriate versions in your application, rather than relying on the default runtime installation...
