Hmmm, I do not see any such white paper under your Tools and Utilities page. The closest is "How to Put a Combo Box in a Grid", which I have looked at. But this was written back in 2000 and portions seem out of date to me. e.g. _incseek replaced _dblclick as of VFP 7. Up & Dn arrows do not have the problem you describe... But maybe you are talking about a more recent paper? Thanks!
