I've found the problem. As I said, I see practically everything that you do. I went through all my internet options and could not find anything that would interfere. At last I clicked on the "accessibility" option, on the "General" tab, and found that I had the "Ignore colors specified on webpages" checkbox set. I had this set because I wanted to avoid some of the weird and garish colours that certain webpages present, sometimes rendering the text practically unreadable.

Anyway, if I clear this then your grey buttons etc. appear. Problem solved.

I'm sorry if this has caused concern and trouble but I had no way of knowing that the buttons wouldn't appear because of my rejection of webpage colours. It must have been coincidence that I set this checkbox at about the time, way back, when you last updated the UI I/F

UPDATE: However, now I get a bright, light cyan/blue colour as background on UT messages, with another colour blue for the text, which irritates me, rather than my preferred, restful green. Which is maybe why I set that color option in the first place! :-)

However, when editing a message, I get my chosen windows background colour.
